Mexico was offside.
How could the attacker be offside if there is a defender on the goal line?
ANSWER: It could only be offside if the Goal Keeper is up field, on the other side of the attacker. Hence the defender on the goal line is the last opponent, and the goal keeper is the 2nd to last opponent.
The rule is written:
